Xbox Account Sign-in Issue with My Sons Minor Account

A Hotmail account is blocked and can't be accessed because the password has been forgotten. There's no two-factor authentication or backup email address associated with the account. Although the account has never been used, it's needed for an Xbox. The account is linked to a parent's Microsoft account, but it's not visible when logging in.

The account recovery form has been tried, but the security questions can't be answered since the account has never been used. The recovery attempts have been rejected, and the response mailbox is a "no-reply" address.
