Unable to Create or Rename Folders in Windows 11

I'm having trouble creating a new folder with a custom name or renaming an existing folder in Windows 11 Pro 64. This issue started a couple of days ago, and I've tried the following steps:

- Click New > Folder

- Type in the desired folder name and press Enter

- A dialog box appears, saying "Can't find the specified file. Make sure you specify the correct path and file name."

- Clicking "Try Again" results in another dialog box, saying "The file or folder does not exist."

- The newly created folder is named "New Folder" instead of the desired name.

- Renaming the folder from "New Folder" to the desired name also fails with the same error.
